Jesus Schucry Giacoman Zapata is an economist and finance specialist with a bachelor's degree in economics and a master's degree in Finance from the Monterrey Institute of Technology and Higher Studies, Monterrey Campus in Mexico. Mr. Giacoman was appointed to the position of Director of the Department of Human Development, Education and Employment (DHHEE) at the Organization of American States (OAS) in March 2019. The mission of the Department is to support the efforts of member states to increase access to quality education, life-long learning opportunities for all and access to decent labor conditions, which are indispensable in overcoming the poverty.
From January to December 2018, Mr. Giacoman was the General Director for American Regional Organizations and Mechanisms in the Ministry of Foreign Affairs of Mexico. He served as the National Coordinator of Mexico for organizations in the American region, such as the OAS, the Pacific Alliance, the Association of Caribbean States, the Ibero-American General Secretariat and the Economic Commission for Latin America and the Caribbean, among others.
From October 2015 to December 2017, he served as Alternate Representative of Mexico to the OAS, where he was responsible for Mexico-OAS financial and cooperation agenda. He promoted the design and approval of the Triennial Cycle for all ministerial processes and senior authorities within the scope of the Inter-American Council for Integral Development, as well as the negotiation, and approval by consensus, of the 2018 OAS budget.
From April 2008 to September 2015, he was Deputy Director General of Economic Development and Infrastructure of the Mesoamerica Integration and Development Project, a sub-regional mechanism for the integration of Mexico with Central America, Colombia and the Dominican Republic. He was responsible for facilitating the execution of projects, including roads, electrical and telecommunications interconnections.
In February 2012, the Ministry of Foreign Affairs of Mexico appointed him as Deputy Director of the Technical Committee of the Yucatán Agreement, an infrastructure fund where he represented the Mexican Agency for International Development Cooperation. This instrument has the objective of financing projects that contribute to economic development and is part of the Financial Cooperation Strategy of Mexico with Mesoamerica and the Caribbean. In May 2012, the first financing was approved for the modernization of a highway in Honduras and the same in August in Nicaragua.
Previously, he was Minister for Economic Affairs at the Embassy of Mexico in the United States from 2005 to 2007, where he represented the Office of Public Policy of the Presidency on the Agenda for Security and Prosperity of North America, an agreement that was launched in 2005 with the objective of increasing cooperation between Mexico, the United States and Canada.
In the period 2003 to 2005, he was the General Director of Technical and Scientific Cooperation at the Ministry of Foreign Affairs of Mexico, where he negotiated cooperation programs, bilateral agreements, and triangular cooperation schemes between Mexico and the region.
From 2000 to 2003, he was an advisor to the Secretary of Economy in Mexico and represented the agency in the PEMEX Board of Directors and in the inter-ministerial meetings of the Federal Government. He also coordinated the Inter-ministerial Group for the Competitiveness of the Mexican Economy, where representatives of the country's public and private sectors participated.
Jesus Giacoman was born in the City of Monterrey, N.L., and is married and has 2 children.
